The debugger Environment setting (FoxPro Frame or Debugger Frame) determines if the debugger is placed on the Visual FoxPro desktop or in a separate window. Toggle this setting in the Debugging tab of the Options dialog box.

If you issue DEBUG when the debugger is open, the debugger becomes the active window.
